What ACC Doesn't Cover for Your Volunteers — and Why You Need Voluntary Workers Insurance

New Zealand's ACC system is one of the country's great social achievements — a no-fault accident compensation scheme that covers most personal injuries for residents and visitors alike. But "most" doesn't mean "all". And when it comes to volunteers, the gaps matter.

What ACC Does Cover for Volunteers

ACC covers volunteers for physical injuries suffered during volunteer activities — sprains, fractures, cuts, and similar physical harm. Treatment costs, and weekly compensation at a reduced rate (set at minimum wage for volunteers, as they have no actual earnings base), are provided through the standard ACC scheme.

The Gaps That Catch Organisations Out

Weekly Compensation Rate

ACC pays weekly compensation based on earnings. For a volunteer — who has no earnings — the default rate is the minimum wage. For a skilled professional volunteering their expertise (a doctor giving their Saturday to a free clinic, a lawyer volunteering with a legal aid service), this is a fraction of what they would otherwise earn. Non-Physical Harm

ACC only covers physical injury. Overseas Volunteers

Injuries caused by gradual process — repetitive strain, chronic back injury from ongoing manual work — can be more complex to claim under ACC and may be partially or entirely declined depending on the work-related component assessment.
